The Town Council of Gander operates under a committee structure where the Deputy Mayor and each member of Council chair a separate Standing Committee of Council. Each member of Council chairs one committee and serves on two additional committees. Each committee is comprised of three Councillors and a Resource Person.

In addition to the Standing Committees, Council may strike ad hoc committees to address specific issues. Ad hoc committees may be mandated to complete their work within a specific time frame, or to remain active for as long as a given issue is deemed to require Council's attention.

The Mayor is an ex-officio member of all committees and the Chief Administrative Officer may attend each committee meeting at his discretion.

Under the committee system, the day-to-day business of Council is dealt with in detail first by the committee governing the relevant municipal department. The Committee then presents its findings and recommendations to Council at its next scheduled Regular, Privileged or Special Meeting, as may be appropriate.

Privileged Meeting of Council:

Every 3rd Tuesday commencing September 22, 2015 @ 4:30 p.m.

In the normal course of business, Council must hold certain discussions behind closed doors, whether to protect individual Citizens' right to privacy, to maintain the integrity of confidential negotiations or for numerous other reasons as dictated by policy or law. These matters are dealt with in Privileged Meetings of Council, which are held (if required) the day before each Regular Meeting of Council.


Regular Meeting of Council:

Every 3rd Wednesday commencing September 23, 2015 @ 4:30 p.m.

Regular Meetings of Council are open to the public and recorded for later broadcast by Rogers Television on its community channel. Meetings are broadcast beginning at 9:30 p.m. on the night they occur, and repeated the following Sunday beginning at 5:30 p.m.


Committees of Council:

During the committee meetings, issues relevant to that committee's mandate are discussed and the Chair then reports on the meeting at the Regular Meeting of Council. Committee meetings are held during the week preceding each Regular Meeting of Council. 

Recreation & Community Living Committee

Chairperson: Councillor B. Dove

Every 3rd Monday at 3:30 p.m.
(Tuesday if a holiday falls on Monday)

The mandate of the Recreation & Community Living Committee is to provide direction to Council in the areas of recreation, seniors/youth programming, health, wellness and active living, facilities management and special events. 

Economic Development, Tourism & Culture Committee

Chairperson: Councillor S. McBreairty
Members: Councillor R. Anstey, 
Resource Person: RJ Locke, Director of Development

Every 3rd Tuesday at 2 p.m. 

The mandate of the Economic Development, Tourism & Culture Committee is to provide Council with direction and policies regarding business recruitment, retention and expansion, arts and culture, affordable housing and commercial land sales. 

Governance & Community Engagement Committee

Chairperson: Deputy Mayor C. Abbott
Members: Councillor S. McBreairty
Resource Person: Derm Chafe, CAO

Every 3rd Tuesday at 3:30 p.m.

The mandate of the Governance & Community Engagement Committee is to advise Council on intergovernmental affairs, strategic planning, by-law, regulation and policy development, community engagement and communications. 

Engineering, Planning & Controls Committee

Chairperson: Councillor G Parrott
Members: Deputy Mayor C. Abbott, Councillor S. McBreairty
Resource Person: James Blackwood, Director

Every 3rd Wednesday at 2:00 p.m.

The mandate of the Engineering, Planning & Controls Committee is to provide guidance to Council on Municipal Plan administration, planning, design and engineering, inspections, permitting and zoning. 

Public Works & Services Committee

Chairperson: Councillor R. Anstey
Members: Councillor G. Parrott, Councillor B. Dove
Resource Persons: Tony Barron, Director; Paul Fudge, Fire Chief

Every 3rd Tuesday at 10:00 a.m.

The mandate of the Public Works & Services Committee is to provide direction in public works operations, water/sewer, civic enhancement, facilities maintenance, by-law enforcement and Gander Fire Rescue. 

Finance & Administration Committee

Chairperson: Councillor B. Dove
Members: Deputy Mayor C. Abbott, Councillor G. Parrott
Resource Person: Garry Brown, Director

Every 3rd Thursday at 3:30 p.m.

The mandate of the Finance & Administration Committee is to provide Council with advice and recommendations on all financial matters, including budgeting, accounting and purchasing, as well as legal affairs, human resources and information systems.Web Statistics and Counters
